If you treat this title as a rather than an endless city simulator, it is brilliant. The R.G. Mechanics repack of Update 10.1 is the absolute best way to experience it, delivering a highly optimized, fully complete, and permanently offline version of a misunderstood game.

While Cities: Skylines eventually took the crown as the king of modern city builders, SimCity 2013 still holds a unique charm. Its "GlassBox" engine allows for a level of visual detail—watching individual Sims go to work and seeing power flow through lines—that is still unmatched in terms of aesthetic "soul."
