Much like Katniss Everdeen was the face of the rebellion, the leaders of District 13—perhaps President Coin or Plutarch Heavensbee—recognize a different power in Nini: the power of a voice that people can connect with. She is recruited into the "Propo" team (propaganda films) not to fight with a bow, but to sing. Her songs become anthems for the rebels in the other districts, humanizing the war and offering a glimmer of hope to those suffering under the Capitol’s thumb.
