The compiler cannot find the header. Solution:

Downloading the compiler is only half the battle. You must tell your development environment where to find the xc.h library. The compiler cannot find the header

Your xc.h version is too old for your chosen microcontroller (e.g., a new PIC18-Q84 family). Solution: Download the latest version of the XC compiler from Microchip. Do not try to "patch" xc.h. xc.h library download

Since the xc.h file is bundled with the compiler, "downloading" it means downloading the appropriate XC compiler for your target microcontroller.
